Mandatory POS-to-RT linkage from 2026
Under the 2025 Budget Law, every payment terminal must be digitally paired with the Registratore Telematico (RT) for operations from 1 January 2026, with the association completed through the 'Fatture e Corrispettivi' portal from March 2026. The system must match each electronic payment against the fiscal document sent to the Agenzia delle Entrate, with penalties of EUR 1,000-4,000 plus EUR 100 per day of untransmitted payment data.
Corrispettivi telematici and the electronic scontrino
Retailers must store and transmit daily takings to the Agenzia delle Entrate through a certified Registratore Telematico, issuing a compliant document commerciale (scontrino elettronico) at the point of sale. Across many stores, daily transmission, RT closures, and offline fallback must run without slowing the checkout line.
SdI electronic invoicing for B2B, B2C and B2G
Fattura elettronica must be issued in FatturaPA XML format and cleared through the Sistema di Interscambio (SdI) for nearly all transactions, including flat-rate (forfettario) operators. From 1 September 2026 all taxpayers must also be able to receive e-invoices, so chains need centralized issuing, routing, and archiving (conservazione sostitutiva) across legal entities.
Electronic payment acceptance obligation
Merchants are legally required to accept card and electronic payments; refusing a Bancomat or card payment carries a fine of EUR 30 plus 4% of the transaction value. Chains must guarantee Bancomat/PagoBancomat, contactless, and mobile acceptance at every till, with no terminal able to decline a valid electronic tender.
Multi-rate IVA enforced centrally
Italy applies a 22% standard IVA rate alongside reduced 10%, 5%, and 4% rates that vary by product category, with hospitality and food taxed differently from general retail. Rates and taxability must be governed centrally so cashier-level errors never reach the corrispettivi or the e-invoice.
Lotteria degli scontrini and fiscal traceability
Participation in the receipt lottery requires capturing the customer's codice lotteria on qualifying electronic payments and passing it through to the Agenzia delle Entrate. Every receipt, correction, void, and RT closure must remain fully auditable and reconcilable across the estate.
